Fans of the franchise being desperate for anything isn't Hasbro doing something right.
Also, most pegwarmers aren't because fans didn't like them. Pegwarmers also mean that way too many figures got ordered or was something that only hardcore fans wanted (read: the hardcore fans that basically make up the majority of sales today, now that GI Joe isn't popular).
Other pegwarmers during Pursuit of Cobra = Jungle Viper and Dusty. Both of these had amazing designs and were fairly popular, until they were the only figures you could find in stores. So the second wave for PoC was overordered, hence almost every figure being a pegwarmer.
Personally, I don't think Hasbro is on the right track, especially since we're talking about Pursuit of Cobra designs. THAT was the right track, which actually revved up the fanbase because of teh new designs.
Hasbro relying on nostalgia and not doing anything new is insular niche catering, where only hardcore fans give a shit... and with shit in such desperate times, there's at least one hardcore fan spooging over winter destro. A figure so hated, that even the spring loaded figures from PoC sold out faster.

Seems a lot fans are dropping the series and dumping their collections. I'm seeing prices drop on GI Joe figures lately. Figures that used to go for $40 are below their original MSRP now.
Haven't seen such a dumpfest since World War Robot, from collectors rage quitting when that line was killed.
