Honestly Ciel and Ichika have to have the same stat ratios or something, and neither of them seemed to have put anything into intelligence. I'm not to surprised Ciel is a bit of a dummy, that's pretty on par for a Fairy, but it makes me wonder how many Frenchies know she's a secret plushie and just never spoke up. Maybe her whole staff? Wouldn't surprise me, but we(me for now) will never know.
