Not really, they could have been great in the Cell arc. The Cell arc actually has some serious writing issues and cast downgrade. I don't think the way Toriyama ultimately did it was too bad, for instance the Buu arc was more about Buu, comedy, Mr Satan and lots of things going on at the same time (Gotenks was also a highlight) but if we got the proper version of the Cell arc it would have involved everyone playing a part and achieving some stuff. Same way Krillin and Dende played a big part on Namek.
