No it is not illegal under US law. For loli to be illegal, it must be considered "obscene". If you go quote a statute at me, I will direct you to the point where it states it must be obscene. The definition of obscenity under Miller v California requires that a work have no artistic value, which is a statement that cannot realistically apply to drawings and animations. There is a reason why the 4chan rules on loli are that it can only be posted on /b/, rather than not posted anywhere.
