Zelensky has NOT "gone rogue", he is simply putting agency that is KNOWN to be infiltrated by russian saboteurs under stricter control.
The salient issue right now is that the national security service has busted some key people in the anti-corruption organizations for being Russian agents. What has raised a lot of eyebrows is that the organizations have not appeared to contest these allegations, suggesting that they know or have realized that they are true.
Instead, their argument seems to be that the Rada should ignore the fact of these Russian agents having been able to operate freely within the anti-corruption organizations, and that the Rada should not respond by requiring closer oversight.
For an anti-corruption institution to argue that it must have independence from direct oversight in order to remain pure and uncompromised, while simultaneously being heavily compromised by Russian infiltration that it apparently could not detect or prevent, is probably hard for the Rada to swallow.
