It's really annoying too. Up until that point the whole thing has been a real HUMANITY FUCK YEAH but then at the very end he all but surrenders because the bad guy says humanity MIGHT abuse the power? By all previously established character and plot they should have proved him wrong by showing we can still use the power and not go evil.
