I have a wild theory, I think the whale on the mural is Zunesha's true form. Remember the identical whale tree on Zou? I think Zunesha was transformed into an elephant, and part of his punishment is never being able to swim through the sea again, and is constantly weakened by the sea water due to Devil Fruit effects.
