Kama is cursed to eternally burn because of Shiva and Parvati.

Parvati, Shiva's wife, asked Kama to get Shiva's attention since Shiva was too busy meditating to make fuck with his wife. Kama got his attention and interrupted the meditating by shooting him with an arrow. Shiva was so mad he cursed Kama to burn to ashes for all eternity.

That form of Kama with the ethereal arms is essentially what her body is actually like, eternally burning.
