I dont know if it was actually passed at the time of TS2, but game devs started to self-censor by including stuff like green blood and no overt gore. The zombies in TS2's Notre Dam level had gory zombies so they replaced them with this clown girl and some other circus characters. Because in Germany you can blow the head off a clown so long as the blood is green.
