GW already gave a more satisfying answer as to what the TD might be: a bioengineered plague that would wipe out all astartes in the galaxy. Thus ending a potential downfall for mankind at the risk of allowing xenos to tear the imperium apart. Why would they throw that away for some stupid order that don't make sense?
