I feel like they purposely made him enticing to stay with because if you look at the bigger picture… He’s not doing shit. Even the Freeside ending slide admits that. When the NCR and Legion occupy an area, they make sure to bring law & order with them. House just stays in his snow globe (New Vegas) all day and doesn’t actually do shit. Hell, Heck Gunderson the NCR Brahmin Baron feeds half the fucking area
