Conan is too absurd to be Columbo. Also, the key to Columbo is he's basically the "antagonist" in all the stories. The focus is on the murderer, from their crime and the cover up opening the episode, to Columbo showing up out of nowhere to menace them.
Another key is the somewhat cryptic nature of Columbo. Aside from very obviously playing the fool, but also never actually giving up the ghost no matter how obvious it becomes, Columbo plays the cliche of the "lone" detective to the hilt. But if you're paying attention, you'll notice he frequently has other officers directly following his orders and some of the stuff he does requires almost the entire department, and their leaders, on board. He's actually working with a bunch of people all the time, and with the blessing of his superiors, but pretends to be on his lonesome to put the targets on the back foot.
Conan, in contrast, is very "lone" detective focused, sometimes with side kicks. It's more in the vein of Sherlock, with crazy shit having happened and the tension is in unraveling it. Columbo is almost the opposite: We know almost exactly what happened, the fun is in seeing Columbo slowly peel back the perpetrator's defenses and alibis.
