Palpatine tells Anakin about Darth Plagis being able to "create life" during an opera with sperm-looking fish girls swimming into giant orbs of water.

I buy into the theory Shmi's conception was anything but miraculous, was down to Palpatine's mastery of the force, because the idea that Palpatine gets done in by the twink he created using dark force magic is really funny, if nothing else
