Well the ship started, because she likes to tease him a lot, so maybe they can start from there, tails doesn't really like being teased but honey does it just to annoy him, with no ill intentions, they can become friends first, and the rest comes naturally.
Looking at honey personality I can tell she would be the one pursuing the relationship first, because she's really proactive, maybe she saw how heroic he is, or how good he is with machinery, while he likes how confident she is and how good is at fashion.
I like the idea of honey being a little tsundere for him but not to the extreme, something really minimal.

Honey for sure would like to show his boyfriend to everyone, to friends and the fashion industry, while tails could make honey learn the romantic situation of a quite place they can be intimate to each other. Maybe they can start small, for trying to not make a racket and then boom, journalist do their job.
I like the idea of tails having confident boost thanks to honey, while honey show a more ladylike personality by how nervous tails make her sometimes. For a show off like her, feeling nervous around someone should be something she never experienced.
