Earth foundations aren't Technocratic science.
Earthly foundations are things like Time, Death, something that resembles Grativity, etc. And really, only truly present on Earth. It exists mostly because of historical inertia.

Hell, that was a plot point in one of ToJ, where the Technocratic paradigm collapsed and the friction mostly went away.
