Tariffs are literally just taxes that target trade partners to leverage with them. They have -never- worked as a wholesale strategy against multiple partners at once. The world does not cow to a single lever, no country is strong enough to make them do that. Every time this has been tried, its always been the people who have been made to offset the extra costs.
