Actually thugs/criminals are protected by democracy and police in the sense that the law is represented by the government and that makes security an issue cause the democratic law can be exploited and corrupted or it is just too soft to crimials compared with what crimials prey on weakned and politically devided population.

Basically if there were popular militias , thugs/criminals would not even exist .
