It makes leaving Thailand easier. The are where Issan meets Laos and Cambodia have the same culture. The Thai in Issan don't even speak standard Thai, they speak Issan, which is a mix of Laos, Cambodian, old Thai, and other languages.
You can move about cheaply without worrying about a visa. Laos and Cambodia make getting a visa VERY easy. Cambodia especially because it's so easy to get a business visa for one year.
As for the second point, yes. Tourist will cause most severe problems for an expat (assault, murder, kidnapping, rape). Locals might overcharge you or pinch your wallet, but that's about it.
The deranged fucking nuts that are attracted to SEA make the area worse, and it's best to stay away from them in the tourist areas.
They tend to stick close to these areas because a fresh batch of young, stupid toursit always come there every few months.
Besides, everything is more expensive in tourist cities.
