I want a character specifically for throwing/usable items

Now for something specific and autistic as fuck
I want a character that has alternate attacks with whips that applies 1m buffs on allies based on the dmg type or affliction the whip has, whip working normally for others. Like some AoE spilling with the whips slicing around at full length for the basic attack animations and the heavy attack basically puts a x10 rate on the affliction/dmg type condition for buffs.
