Superior Cooldown's reduction has gone down by 1% for the last 3 consecutive patches, starting at 27. It's now at 24.
The icon is a stopwatch with the hand pointed at, what could be around 27 degrees before 12.
It's a countdown to open beta release. I imagine the pace of updates is going to go up, as evidenced by the leaks, so it very well could line up with the July deadline.
