my head canon is that the primarchs were like 90% engineered by chaos and big E only stroke that good a bargain because
1. the gods knew of (or at least highly suspected) the coming millennia of food for the warp
2. the fact that they were "somehow" spread across the empire has a very chaotic element to it . this is also pointing at little direct human influence despite the primarchs being apparently really easy to find
3. it is to be suspected that big E made a bargain with each god individually because otherwise the chaos gods would actually have all cooperated with each other (completely ridiculous premise)

I just want to add that all this talk about lesser warp entities like the emperor is pointless since gork and mork are the mightiest gods anyway
