For cel animated shows of TTA's era, things like that were almost always baked into the final composite of the film itself. You realize fades, lighting effects, etc. were done practically with optical printing, right? The amount of late '90s cel-animated shows with substantial digital compositing that'd need to be recreated or blown up are few and far between. In most cases, it's basically as simple as rescanning the film and typing out the credits again. The real reason TTA doesn't have an HD release is because there's no point. The masters they have now are deemed good enough for the general audience they're selling to, and it's not like there's any particular reverence for the show within the company itself. Certainly not these days.
