PPSSPP is the obvious choice and pretty easy to use. I also suggest you to look up a "localisation patch" for the game because due to Konami's fear of japanese and/or being cheapskates to hire VAs, the dialog that goes on during duels is silent, so whenever you see people declaring their moves etc, you get EN subs and no sound of them actually talking, despite them clearly moving their mouths.
