They're entirely balancing around which characters are getting skins in the store or in engagement farming events.
because there's no way spiderman is getting a buff when he's fine if not good, he was broken with the teamup which let him do instadeath combos

This game blows so hard right now and its getting progressively worse with each season regardless of whether they're intentionally ruining it or not.
