He wanted to put his brain in Goku's body, this despite his robot body already being much stronger than Goku's. Originally his plan was for his brain to be put in Roshi's body, who's probably more than 100x weaker than his robot body. It's not explained why, but Wheel does prefer having a biological body.

It's why I said "Cell-like", it's too early for Cell as a concept to exist, and he still would take years to develop even if it did, but Wheelo is trying to make a body that is "Perfect in mind and body", which does call attention to Cell, and they're trying to kidnap the strongest fighters and smartest scientists, so Wheelo, with Gero's and Towa's help, isn't just creating a Cell, but is trying something.

Gero is still the one who came up with the concept for the computer to work with, he only stopped because Cell just would take years to grow.
