That was also the case in JMS Thor, where Thor states that Bor hit him so hard that he would have died without the Odinforce. My guess is that OF gives him a stat boost passively, but he needs to channel it completely if he wants to do crazy shit like Odin could. Ewing says in this QA that he doesn't want Thor to solve every issue effortlessly like classic Odin could, so he implemented the Odinsleep as a canon power limiter so he can't just spam hax whenever he wants. Cates never officially stated this, but he strongly implied it and even had a Super Saiyan form for Thor whenever he "activated" his full odinforce.
