Yeah that's... where the bottom panel is from. The annual where Thor says the same about Champion ("My head would be separated from my body if not for Odinforce!") was also written by Ewing, which is also a strong indication that Odinpower is a passive amp. The fact that he needed to give the likes of Hyde and Executioner power-ups so that they could hold their own against Thor again also points to that.
I agree that he needs to consciously draw on the Odinpower to do esoteric shit that Odin used to do, but even Odin himself, in base form, without the need to channel anything, was far stronger than standard Thor.

Also patently untrue. They have fought in Aaron's Thor, when Odin was severely gimped, and still he could match Thor for a while, only losing after Thor started spamming hammers at him. They also fought in Thor #291, where Odin pretty convincingly bodied Thor and had him at his mercy.
There were other instances that showed that Odin is far beyond Thor without needing to force himself into Odinsleep. Like when Loki stole Odin's power, but couldn't even use all of it, yet beat Eric Masterson with Thor's power to death his bare hands. Or when Heimdall with Thor's power was no selling Eric in the same arc. Or when Odin no sold Annihilus right after Thor could barely stand against him. Or when Odin bullied Thanos, in the same arc where Thanos held his own against Thor with Power Gem and Warrior Madness. And so on and so forth.

Like you can't tell me Thor is capable of doing shit like this with his base power, when he has been getting no sold by Destroyer for decades even with Mjolnir in hand.
