It does. The DLCs do unlock five forms to use there and then freely in the main game. Daima has two new forms, so why wouldn't they be unlocked for the main game?

It's literally not, there's a five year gap and, since Goku kept the bukujutsu secret, the drastic difference in playstyle of flying vs not flying. Meanwhile Daima Goku is literally Buu arc Goku just some months later.
