The huge tendency to "punch down" is simply being taught to society. People are being divided among many lines and even more lines are being made, like with immigrants. Academia is often completely subverted and teaches what really ought to be treated like poison. Media is focusing on individuals and their person, i.e. the common man and how bad he is. You can see that at least the vocal minority considers fellow countrymen with different views as a bigger threat than conspirators in their government or the hordes who would gladly behead them. Being able to reconcile - at least for a bit - so that they can work together and make a stable healthy country never crosses their minds. To them, rubble is stable, and that's what our countries are headed towards. In a way, the people have been taught to thought-police each other into a dystopia.

It's about not being able to unify, in the end. Those behind the curtain know that their shit can end very quickly if the populace starts holding hands. In other words, we can't have nice things or there's gonna be a real holocaust this time.
