Completely agree. Maybe you could try this and see if it works for you.
Some say that, if a single point of WS does not grant both bonuses, then WS4 terminators become able to counter WS5 terminators because it would result in a sort of mutually assured destruction.
But I think that is a good niche for otherwise basic Terminators to fulfill, whereas currently they're just outshone by WS5 termies on everything.
