Yeah, there was plans for an Arashi reboot... that lasted basically down to a concept art phase before being phased out because Kamen Rider WAS making money and pulling back on that for a less-than-popular Toei IP to follow the burgeoning trend of old property reboots in one of their main timeslots was a suicidal idea. Kamen Rider Hibiki was always going to be a "Kamen Rider" from the design's inception which was months before the end of Blade (which is just the normal production pipeline for Kamen Rider, it happens even now). People cite the "Ongeki Rider" image but most don't remember it's a toy catalog leak and it was a code name, no different than how Zeztz's codename was "Metal Rider."

Additionally, plenty of Kamen Riders used old Toei properties as a sort of staging ground (A practice Hayase got from Ishinomori himself, who could walk into a meeting room and draft up a design in an hour because he used basically a hero design equivalent of Tezuka's star system). Anyone who's seen the leaked OOO concept art knows it was directly channeling design cues from Choujin Bibyun before things finalized, for example.
