You mention bland windscreen shit. And I do agree with you that pic related is a very bland panel composition. While it's not bad enough to totally distract from the reading experience, it is a bad panel composition.
It is bad specifically because it is regular and without any consideration for the content of the comic. I would simply describe it as lazy.
It's also very hard to read because the panels are cropped too short and wide, it feels very cramped.
Consider that most comics are to be read on an A4 or B5 page size, held from 20 inches away from the face. The size of the panel cannot be too small or it will be straining to read.
This kind of panelling is too small.
