Oh, they fucked up their introduction. In the manga, the author didn't show their skirts until the reveal. In fact, she purposely hid their lower bodies and drew their faces more masculine to make the revelation that the three 'emperors' were actually girls more shocking. It isn't until they reveal their skirts that they are shown in full body and drawn more femininely.
