No, I feel redemption requires good intent. A character who does something that the other character's perceive as positive; but whose intentions are still bad isn't redeemed.

For example. When Gollum bites Frodo's finger off to get the ring of power back in the Lord of the Rings and then falls into Mount Doom destroying the ring and defeating Sauron that is clearly a positive act that helps save the protagonists and the world. But is Gollum redeemed? He didn't take the ring into the fire because he wanted to save the world he did it because all he cared about was getting his precious ring back.

That's what I'm suggesting they should have done with Dukat. He's helping you, maybe he even gets to die a heroic death and his people remember him fondly; but he isn't really redeemed and he isn't really a hero because in his heart he still wanted to be dictator and he still wanted to conquer the galaxy.
