Galactus in the OG comics first appeared as that size. He doesn't literally eat planets with his mouth. In the books, he constructs giant machines that break down the planet into consumable plasma energy for his body. The Fantastic 4 use the time while he's constructing his machine in order to track down the plot device that scares him away. And yes it was literally a plot device.
