They measure book orders from stores, the publsher can game the system if everyone is on the same political page. Which is to have the store order a huge overstock when the publisher promises no cost buy back of unsold copies -- or a better split ( 50/50 to 25/75 ) or quick discount -- IE the profit split is 50/50 till 2 weeks in then the publisher only takes 25% then they can return unsold stock at the end of the month .
