You don't.
First of all, not everybody is smart, but there isn't much space for stupid people anymore. That's why we keep trying to convince ourselves that we can smarten everybody up.

Not everyone is going to have critical thinking skills because lots of people are stupid.
These kids are just stupid when it comes to writing down words. Maybe they're smart in other ways. Probably not. We should give kids lots of chances to find their way. But many will not.
Second of all, the most capable teachers are effectively banned from teaching. If you're male, you're not going to be a teacher for obvious reasons. Half the potential teaching staff has been banished. So if you were hoping that someone capable would work hard to save these kids, you'd be wrong.
