It's because UB are the only sets where Maro and his band of merry dumbfucks actually have a boot put on their necks and they can't just shit every dumbfuck idea their dumbfuck minds produce into the final product. Even though they pay for the license no successful company wants their image tarnished by an inferior product that doesn't sell well, even if it's being done by a third party. If Square Enix licensed the right for Hasbro to make FF action figures they'd lose their shit if Hasbro made a bunch of garbage that just sat on the shelves and gave the few kids who got them lead poisoning.
Successful companies who want to win have people embedded with Maro's crew to make sure the dumbfucks don't create a garbage set. Some companies, like Marvel and Ubisoft, don't care and will let the MTG design team make their product look as shitty as possible and only care about the money they got from the license, but many more will demand a good representation of their IP because they think further out than the next quarter.
Going forward we'll be able to tell which sets are good based on how strongly the UB IP owner defends their brand, and all the dumbfuck design choices will be relegated to UW and weak IPs. Nerds will catch onto this and start scalping harder for UB they know is protected by their IP owners, but Maro and the dumbfuck brigade will never figure it out.
