No, it's all of these factors combined. Part 1 was for the most part the best one-hit wonder Mihoyo ever made because it was revolving around a smaller set of characters you'd typically associate to a 2000s bishojo game, even giving the most literally who of NPCs their own unique models and appearances. I truly believe the last of the devs who stayed for 1.5 have already left for ZZZ and the final Captain's Bizarre adventure event was the true ending of HI3. Part 2 is a new game made by a new team with a different, albeit conflicting vision of what they want for HI3, and sadly we are out from that picture. The chickens have finally come home to roost, and Mihoyo has reaped the consequences of betraying the trust of the few who stayed. It's about time to re-evaluate their decisions if they want to keep betraying our trust and transmogrify HI3 as a mere extension/advertisement for HSR or going back to their roots and relearn what made part 1 great. Hint: everything before that one incident in 2021.
