Spider-Man with the symbiote wasn't Venom, he was a black Spider-Man who had the same body. In early Venom appearances, Venom was only big because Brock was big, etc. When Anne was Venom, it fit her form albeit a little exaggerated as Venom had become by then, but still mostly just fitting her body. The idea that anyone who wears it can just "be Venom, a big hulking thing they float around in" is stupid to me
