Armors should be cosmetic (within a type) with swappable perks. Damage reduction should not be built-in but a stackable perk. Heavier armors should get more perks (up to 3). Light gets 1, Medium gets 2, Heavy gets 3.
So you could have a heavy armor that is full of useful utility perks or stack 3 damage reductions for maximum survivability.
