Check pic rel. You can almost always tell if someone is genuinely going to the woods to camp or if they don't belong.
If they wear hoodies and carry a fueltank then perhaps that is a giveaway...

Arsonists are mentally ill, they are not criminal masterminds.
And as mentioned, almost all of them are previously known by the police.
