It kinda does, I'm not a massive fanboy of the Empire, but it's the location of the setting with the most lore, history and detail put into it a lot of that's due to WFRP, but it's also where most of the protagonists of BL books come from it's were great deal of the campaigns were set like Storm of Chaos, Nemesis Crown, Sigmars Blood, even the End Times despite being ostensibly occurring around the world was mostly focused on either the Empire or Ulthuan.
The Empire is Warhammer Fantasy, whether you like it or not.
