Not sure how government regulation on corporations could hurt the consumer when this is asking for something pro-consumer.
The only people that could get hurt by this are smaller indie devs. Let's say they make a F2P game that gets it's funding from skins and they shut it down. Well they can't shut it down they have to provide all the resources and source code and other obligations. This could discourage indie devs from making a league of legends type of business model I guess
