Northern Europeans were just too antisocial and individualist to form their own civilization. They are genetically hardwired to be this way through evolution. This is why they absorbed Jewish and Greco-Roman Mediterranean influences (from the perspective of Germanic tribesmen they're basically the same thing) without resistance and didn't form some kind of Nordic "Anti-Rome."
