At this point, we should just get rid of the draft. Keep rookie scale contracts. Give teams under the aprons better contracts they can offer rookies so contenders. But other than that, just let em be free agents. Ace is proof the top prospects aren't just going to go to the contending teams: they want play time to try to prove they are future stars who should get that bag.
