The author made like three different parallels in a single chapter between his relationship with Chiyou and random mothers and children he sees around town. Not to mention the flashback where she clearly plays the role of a mom to him, or the fact that she literally adopted him off the streets. I don’t expect the manga to end with them in a romantic relationship at all... even though it would be hot.
