I looked into it and there’s really no consistent answer I could find.
There’s John O’Bryan the guy who wrote Waterbending Scoll which jumpstarted the Zutara ship, but he also co-wrote The Fortuneteller alongside Aaron Ehasz as well as the Headband which both feature some heavy Kataang moments
Aaron Ehasz is the most popular candidate as he along with his wife wrote some the heaviest Zutara episodes including Crossroads of Destiny and The Southern Raiders. But again, there’s the Fortuneteller. Aaron seems the most likely suspect but it’s probably not true that he planned Zutara out early as none of the early Zutara teases have his fingerprints on them. He also seems to favor Sokka as his writer’s pet instead of Zuko given what he goes on to write in Dragon Prince
Then there’s Joshua Hamilton who started this rumor, though ironically enough he has named credited on not an insignificant number of Kataang episodes but no Zutara episodes. Those episodes being Cave of Two Lovers and The Serpent’s Pass.
