I think Toby knows Suselle, superficially, is just Undyne and Alphys again. It's very saccharine and lovey-dovey and slowburn, all the tropes in one. But there's a dark undercurrent to their relationship, things Noelle is hiding from Susie. Noelle has dark impulses.Toby's placed so many flags that indicate that they are a ticking time bomb, SPECIALLY on Noelle's side.

But Toby also clearly still likes Suselle, and I seriously doubt he would let the ship's many fans down. So there probably will be a compromise or a catch. I think the most likely and agreeable outcome would be that Noelle realizes how superficial and charged by neglect her crush on Susie is, but they wind up getting along as friends nonetheless. Whether they end up together as a couple, a throuple, or just friends, is ultimately up to the player to decide.

Is that a cop-out? Yeah, kinda. Is it in line with Toby's philosophy and the extremely clear message about new generations continuing with their own stories? Almost certainly.
