He said it's stopping time and only appearing to move faster, which means he completely forgot the scene where Sonic TELEPORTED near the end of SA2 using Chaos Control and avoided death. That was a pivotal scene getting across SA2's core theme of actions & individuality mattering more than what you were "made for" ("the fake emerald has the same basic qualities as the real one") and the general intentional vagueness over who the "real ultimate lifeform" is. Ian didn't realize that and just erased that scene from his memory.
